It shouldn't be there. This bag has no significant resistance to dampness that I can see. If its cold, its also likely to be wet or at least damp in most places. There should be two straps with good solid buckles to hold the roll tight instead of it being such an after-thought with slippery chords and a poorly designed flimsy open wrap. Also, every sleeping bag should include a water repellent compression sack with carry straps. I'm not happy with this product and now I have to return it.
